目的 

本書で定める標準的な運用は、組織が外国人の訪問（短期及び長期の訪問を含む）を円滑に行うために必要又は 推奨されるプロセス及び運用に関する指針を提供するものである。本標準は、クリアまたは安全な施設を保証するための要件、実務、方針または手順の概要を示すことを意図していない。

適用 

この自主基準は、法的助言を提供するものではなく、また特定の輸出取引に対処することを意図したものでもない。ユーザーは、本標準及び関連する輸出管理コンプライアンスに関する質問については、適 切なリソースに相談する必要がある。 

本基準は、防衛用品、その他の輸出規制品目（商品、ソフトウェア、技術）の製造、または防衛サービス、その他の輸出規制品目（商品、ソフトウェア、技術）、及び米国政府の許可なく外国人にアクセスすることが米国輸出規制で禁止されている活動を行う組織に適用されます。
