The goal of the program is to ensure the operational safety, suitability, and effectiveness (OSS&E) of a weapon system, while reducing total operating cost. The process described herein is in direct support of the OSS&E Air Force Policy Directive 63-12 and the Air Force Instruction 63-1201 requirements to establish a disciplined engineering process that will ensure the physical and functional integrity of the system being procured. This handbook allows the process to be tailored in a competitive environment to meet specific equipment, subsystem, and\/or system requirements. The Mechanical Equipment and Subsystems Integrity Program (MECSIP) is implemented in the planning process and continued until retirement of the system.
